China Customs and Unaccompanied Household Goods
Chinese Customs applies the principles of personal use and reasonable quantity to
passenger baggage and personal articles. A household-goods shipment must therefore
be consistent with the customer's relocation and normal personal or family needs.
The rules should not be interpreted as a general duty-free allowance for an entire household. It may be possible to assess non-diplomatic shipments for duty and tax. Assess the result can in light of the goods, declared values, customer status, city and customs office.
Customs officers have broad discretion, and procedures can vary between locations.
A list accepted for one city should not automatically be assumed to work in another.
The destination agent should confirm current local practice before the goods leave
the UK.
Unaccompanied baggage
Household goods arriving separately from the passenger may be treated as unaccompanied baggage. When entering China, use the goods-to-declare channel and retain the endorsed baggage declaration for the consignment clearance, customers using this route can be required to declare the unaccompanied goods.
For the customer, the usual requirements include to be in China and hold the documents required for their category before clearance. Foreign employees may need a valid residence permit and employment-related evidence. Returning Chinese citizens can face a different document and eligibility test.
Official and industry customs guidance commonly refers to completing formalities
within six months of the relevant arrival or customs approval. The applicable date
and route must be confirmed for the actual shipment instead of assumed.
Foreign nationals relocating to China
A foreign national's clearance file commonly includes passport and visa records, residence documentation, employment evidence, the baggage declaration, transport documents and a detailed inventory. Some cities can request an employer letter, lease or local registration evidence.
Clearance may not be possible immediately after the customer lands because the
residence or work documentation may still be in process. This is one reason to
review the shipping schedule before collection.
Chinese citizens returning from the UK
Returning Chinese citizens should not assume that the foreign-national procedure
applies to them. Customs may request Chinese identity documents, passport records
and evidence of residence, study or employment outside China.
Eligibility, duty treatment and shipment limits should be confirmed with the destination agent before booking.
Inspection and duty
It may be possible to inspect household-goods shipments. Customs may open cartons, compare goods with the inventory, assess values and calculate duty or tax. New items, luxury goods, unusually high quantities and multiple examples of the same product are more likely to attract attention.
